Mark Carney was born in Fort Smith, Northwest Territories, and raised in Edmonton, Alberta. Both of his parents were teachers. Growing up, he played hockey as a goalie for Laurier Heights, went to St. Francis Xavier high school, and won a scholarship to study in the United States. He started his career in finance before joining Canada’s public service, to help ensure our economy supports the things that Canadians value – like healthcare, security, and a life you can afford. As Governor of the Bank of Canada during the 2008 financial crisis, Mark guided Canada through one of the most turbulent economic periods in modern history, protecting jobs and helping ensure that Canada came out stronger. In 2013, he was recruited to lead the Bank of England, stewarding the United Kingdom’s economy through Brexit and the economic and political crises that followed. And in 2020, he began serving as the UN Special Envoy for Climate Action and Finance — helping rally the world to build stronger economies as we fight climate change. Mark offers the proven leadership and real plan we need to deliver change for our party and our country, and to build the strongest economy in the G7.

It’s time to build a future that makes Canada strong. We can give ourselves much more than any foreign government, including the United States, can ever take away. Building one Canadian economy, for example, can expand our economy by up to $200 billion — proof that we are strongest when we are united. To unite this country, a Mark Carney-led government will build one economy where Canadians can work wherever they want. Where goods can move freely from coast to coast to coast. Where the government’s significant purchasing power buys Canadian goods and supports Canadian industries and workers. Where we use domestic strength to grow a strong economy that can never be taken away. As Canadians, we have our own unique identity, history, and geography. To keep Canada strong, we will protect our culture, protect our environment, and protect our core values. And continue to build in true partnership with Indigenous Peoples. Canadians are hardworking, generous, and sensible people. We care for each other. But our kindness should not be mistaken for weakness. We stand up to bullies. And we will never back down.

Now, more than ever, we need to secure Canadian sovereignty by strengthening our military, making our communities more resilient, and protecting ourselves against growing threats, including in a warming Arctic where we must work in collaboration with Arctic and Northern Indigenous Peoples so that we are prepared to face a hostile Russia or emboldened China. There are brave women and men across this country who have put up their hands to serve. We will make sure that they have what they need to meet this moment and give them the support their commitment deserves. We must invest in our ability to shape the world we live in, because a peaceful, prosperous world is one where Canada thrives. We will be vigilant against foreign interference in our democracy and protect the security and sovereignty of Canada. A Mark Carney-led government will keep Canada strong and free.

In times of national crisis, we must remember what we are fighting for: to protect our Canadian way of life. We must protect our belief in the common good – our belief that we are stronger together. Canada will never be America. From public health care to Canada-wide child care to bilingualism, Canadians recognize that these are the things that make us strong and that being there for one another is fundamental to our way of life. We look out for each other. Not just those who look like us, talk like us, pray like us, love like us. We look out for, and stand up for, all Canadians. It’s in our Charter, in our Constitution. And it’s what it means to be part of the Canadian family.

We used to build things in this country. Over our history, we have shown that we can come together to build big infrastructure that ties us more closely together, from a railway that spanned this country to the Trans-Canada Highway to the St. Lawrence Seaway. It’s time to build again. To build a new Canadian economy. To build the strongest economy in the G7. To build more than anyone can ever take away from us. To build Canada strong. Canada should be the most prosperous country in the world. We have the resources, the geography, the mindset, and, above all, the right people to build a world-leading economy. To do that, we need to build homes on a scale not seen since the Second World War. We need to bet on Canada’s innovators and company builders. We need to make sure Canada’s proudly skilled and well-educated workers are getting the training and upskilling necessary for good jobs and great careers. We can build an economy that produces prosperity to benefit all Canadians. Our plan to build this economy is based on a new approach, where we spend less on government and invest more in the people and businesses that will grow our economy. We have everything we need to build Canada into an economic superpower.

Canada is a prosperous country but we are not as prosperous as we could be. This is not a new problem but it is one we can no longer ignore. Our productivity is not growing as fast as other countries’, meaning our paycheques are smaller than they could be, and the revenues we rely on to invest in key services like health care are not as strong. Now is the time to build Canada into the strongest economy in the G7. Doing so will require a very different approach to spending and investment than the government has now. It will mean spending less on operations so we can invest more in the things that build Canada, like homes, naval ships, roads, and the capacity of businesses to invest in technology, production, and ideas.

Canada is strongest when we are united – when we work together to build a future that benefits every person, every family, and every community. Safeguarding equal opportunities ensures every Canadian can be their best and contribute to their fullest. We see this in the impacts of programs and investments like $10-a-day child care, which has had a significant impact on women’s labour force participation; the Black Entrepreneurship Program, which helps Black Canadians build and scale businesses; and in the Canadian Dental Care Plan, which is helping seniors access dental care, often for the first time in decades.
